Author's/Editor's Biography

Jeffrey Soar (Ed.)
Jeffrey Soar has an executive background in computing and information management. He held Chief Information Officer roles in national and state government organizations in Australia and overseas. Dr. Soar has also advised overseas governments and consulted to international development agencies, corporations, other universities and companies. Dr. Soar has been the foundation director of e-health research centres at two universities. He has authored over 100 published papers and given invited keynote presentations at prestigious international conferences.

Philip Tsang (Ed.)

Philip Tsang was a senior academic member of staff at the Open University of Hong Kong (OUHK). He was conferred the OUHK President's Award for Excellent Teaching and Research in 2006, 2007 and in 2009. He is a senior member of the Institute of Electrical and Electronics Engineers, IEEE. Prof. Tsang has published widely in SCI journals. He is author of eight ICT and education books. He was a graduate of Washington University, USA. Dr Tsang has been the conference chair of the Int’l ICT conference series: Enhancing Healthcare Education, Research and Practice since 2006. He is editor of five international journals in the areas of Teaching & Learning, Mobile Communications, Education, Finance and Health. Dr Tsang is an advisor of the Hong Kong Doctors’ Union. Dr Tsang is Chair Professor and Vice President (Academic and Research) of the Caritas Francis Hsu College, and Caritas College of Careers. One of his current projects is to amalgamate Caritas’ 4-year and 2-year colleges to lay the foundation for the first Catholic University in Hong Kong, SAR, China. Philip would like to give special thanks to his wife Dr Sandy Tse for her support during the project activities in the past 12 months. This project has also benefited from the research grants (27/QEGS/A-08-09) from the Quality Enhancement Grant Scheme of the Education Bureau; (6/21)(R189-2)(ST-08/09-2) from The Open University of Hong Kong; and (HK-R1209) from Johnson & Johnson.
