Emanuel Camilleri

Emanuel Camilleri, before his retirement in 2009, was Director General (Strategy and Operations Support) at the Ministry of Finance, the Economy and Investment, Government of Malta. He has had a long career in the Australian Public Service, mainly in the National defence manufacturing industry related to ICT and Operations Research applications regarding munitions production and armaments manufacturing. He commenced his ICT career as a systems analyst and computer programmer using IBM and ICL computer mainframes in the late-1960s. He managed large ICT systems projects related to production control, project management, and cost accounting. He was also responsible for setting-up several computer centers at munitions and ordinance manufacturing establishments. In the early 1980s, Dr Camilleri was attached to the Australian Department of Foreign Affairs, Australian Development Assistance Bureau as an ICT expert to establish the National Government Computer Centre in Malta. He settled in Malta in 1985 as Head of the National Government Computer Centre, where he was involved in the development and implementation of over one hundred governmental systems and related databases. He was a primary thrust for the implementation of the accrual accounting methodology in all Government Ministries and other key Public Service reforms at the Inland Revenue and VAT Departments. Dr Camilleri obtained his Business Studies bachelor’s degree at FIT currently, Victoria University, Melbourne, Australia majoring in Computer Systems Design and Operations Research; has an MBA from Brunel University, UK (prize winner); and an M.Phil and DBA from Maastricht School of Management, The Netherlands. He is a certified accountant, a Chartered Engineer (British Engineering Council), European Engineer (FEANI, Paris), and member of ICT and Accounting professional bodies in the UK and Australia. He represented Malta on a number of international bodies and is a visiting senior lecturer at the Faculty of Economics, Management and Accountancy, University of Malta. He has written two other books and a number of conference and other papers which have been peer reviewed and published by highly reputable international publishing firms. In 2013 the Government of Malta (Ministry for the Economy, Investment and Small Business) appointed Dr Camilleri as Chairman, Privatization Unit, which has the responsibility to privatize Government assets and issue a wide range of long-term concessions related to a diverse spectrum of industries. A post he still currently occupies.
