Melissa Portugal

Melissa Portugal has been with the City of San Antonio for two years. Currently, she is the Personnel Investigation Manager for the San Antonio Fire Department (SAFD). She is responsible for overseeing the Applicant Processing section and ensuring the background investigations of candidates applying to become firefighters meet the standards to join the department. Additionally, she ensures that there is a seamless transition from applicant to cadet by working cohesively with the recruiting team. Prior to joining SAFD two months ago, Melissa was a Senior Management Analyst for Violence Prevention with the City of San Antonio Metropolitan Health District (Metro Health). In her time at Metro Health, she established and implemented the Danger Assessment Group and the Danger Assessment Risk Team designed to identify and mitigate any escalating patterns of domestic violence that could lead to grave harm. She fostered and implemented a collaborative lethality assessment designed to identify high-risk domestic violence victims and navigate them to immediate assistance. Additionally, Melissa worked on the coordinated efforts of Handle with Care regarding process improvement and the development of metrics. Prior to joining the City of San Antonio, Melissa worked with the Bexar County Community Supervision and Corrections Department (BCCSCD) for 9 years. While at the BCCSCD she was able to develop metrics to ensure the successful completion of supervision, strategic planning, community engagement, restorative justice, re-entry services, behavioral threat assessments, and many more things. She thoroughly enjoys being able to make an impact within the community in which she resides and seeing a difference being made in lives. She has a BA in Political Science, a BA in Criminal Justice, and a Masters in Public Administration from St. Mary’s University. She is currently a doctoral student at the University of the Incarnate Word. She has experience with research in adult online learning and the mental health of youth and adolescents. Her areas of research interest are violence prevention, intimate partner violence, lethality risk, and behavioral threat assessments.
